1)  School fee will be adjusted accordingly for pupils under Scholarships or Special Programmes.

School fees payable by Singaporean students on MOE Scholarship
Please note that the annual award quantum cap of $2,400 for all MOE scholarships will apply to all students.

The Edusave or any other MOE Scholarships will cover the school fees of $200 per month and the student needs to pay the balance of the monthly school fees to HCI unless the student is also a recipient of MOE Independent School Bursary (ISB).

The school fees will be fully paid by MOE for 100% ISB recipient.

For scholarship award holders who are receiving other quantum of ISB subsidy, school fees payable by scholars are:

New ISB application is required for each calendar year. Students (Singapore Citizen only) who wish to apply for 2019 ISB subsidy can submit new application form to the College Section Reception by Feb 19 for subsidy to take effect from Jan 19. Students can still apply for ISB thereafter but the effective month will be the month the application is approved.  No backdating is allowed.

School fees payment 

School fees will be deducted through Interbank Giro on 15th of each month; or the next working day if the 15th day of the month falls on a weekend or Public Holiday, unless otherwise advised.

Interbank Giro Application Form

It is compulsory for all students to take part in the Inter-bank Giro scheme. Parents / guardians are to submit the Direct Debit Authorization application form for the scheme upon admission of their child/ward to HCI.

No Singaporean student will be denied a place in Hwa Chong Institution because of financial reasons. A range of financial assistance schemes, scholarships and awards are available to support our students.

(A)   Awards and scholarships offered by MOE:

Students who require financial assistance at any point of time can approach either their Civic tutors or Faculty Education Consultant for advice on the application for the above.

4.       Trip for Internationalization Experience (TIE)
          - For Singapore Citizens, provides subsidy for overseas learning journeys to Asia with a focus on ASEAN countries, school immersion programmes and student exchange programmes with a cultural focus. TIE fund needs no application and is granted to all Singaporean students who are going on eligible overseas trips.

Eligibility Criteria And Benefits

Eligibility Criteria

Student is a Singapore Citizen, and meets one of the income criteria shown in the table below.

Tenure of Bursary

All IS Bursary cases approved will be valid till Dec of the year. Fresh applications will have to be submitted for each academic year.

Effective Month

Student can apply any time of the year. The effective month will be the month the application is approved. There will be no backdating of effective month.

* ISB recipients who are receiving MOE scholarships are to refer to “School Fees Structure” for school fee payable per month.

Students need only satisfy either the monthly Gross Household Income (GHI) or the PCI criterion to qualify for ISB.


Monthly Per Capita Income (PCI)

PCI = Monthly GHI / No of members in household


Gross Household income (GHI)

a. Gross household income is income including regular allowances before deducting CPF contribution. It is the total income earned by ALL members of the household. It includes alimony (maintenance allowance) received by a divorced parent; pension received by a household member who is a pensioner; regular overtime allowance, meal and transport allowance, etc  and income from other sources such as rental or investment income. It excludes bonuses, ad hoc overtime allowance, full- time National Service allowance received by NS men, severance compensation and insurance payouts, etc.

b. If an income earner is on no-pay leave as at the date of application for the ISB, and the total period of his or her no-pay leave is 6 months or less, his or her last drawn income will be included when calculating a family’s GHI.

c. For students who are staying with one or more legal guardians, the income of all the legal guardians who are staying in the same household will be taken into account when calculating the GHI for the student’s family.


Household Members

Household members include the student, his/her parents, grandparents and unmarried siblings living at the same address. Other dependents living in the same household may be included on a case-by-case basis. These include:

(i)  Relatives who are old or sick and are unemployed and dependent on the family; and

(ii) Child dependents (where the family is the legal guardian).

Completed ISB Application Form, together with supporting document as listed in Annex I are to be submitted to High School or College Reception Office.


Student Insurance Matters

All students are automatically covered under the school’s Students’ Accident Protection (PA) Insurance Scheme and Group Overseas Travel Insurance Plan.

The policies offer basic coverage to help defray partially the costs incurred by the students due to accidents and claimable events in the case of overseas travel insurance.

While students need not pay for PA policy; the premium for Travel Insurance is chargeable on a per trip basis and included in the overseas trip cost.
